Free PDF tools
Free, with no sign-up. Most of these tools work in your browser, so your files are never uploaded, which matters when they hold Social Security numbers and bank details. The Office conversions and the fillable-PDF maker upload your file, and say so.
Combine and arrange
- Merge PDFPut several PDFs together into one, in the order you choose. Fillable fields keep working.
- Split PDFCut a PDF into several by page ranges, every few pages, or the pages you pick.
- Extract pagesPick pages and save them as a new PDF, or as one PDF each.
- Remove pagesTake out blank, duplicate or extra pages and save the rest. Removed pages leave nothing behind in the file.
- Organize PDFReorder, rotate and remove pages, from one PDF or several, and save them as one.
- Rotate PDFTurn sideways or upside-down pages, one at a time or all at once.
Compress and OCR
Convert to PDF
- JPG to PDFTurn photos and scans (JPG, PNG, WebP and more) into one PDF, a page each. Phone photos come out upright.
- Word to PDFTurn Word documents (DOCX, DOC, ODT, RTF) into PDFs that look the same on every device.
- Excel to PDFTurn spreadsheets (XLSX, XLS, ODS, CSV) into PDFs, laid out as they print.
- PowerPoint to PDFTurn presentations (PPTX, PPT, ODP) into PDFs, a page for each slide.
Convert from PDF
- PDF to JPGSave every page of a PDF as a JPG or PNG picture.
- PDF to WordTurn a PDF into a Word document you can edit, with its paragraphs, headings and pictures.

Edit and stamp
- Edit PDFAdd text, pictures, shapes, highlights and drawings to any page, or white out what's there.
- Page numbersPrint "Page 1 of 7" at the bottom of every page, or Bates numbers.
- Bates numberingStamp Bates numbers (ABC000001) on every page, carrying on across files for a production set.
- WatermarkStamp "DRAFT", "COPY" or your own words faintly across every page.
Protect, redact and compare
- Protect PDFAdd a password that's needed to open the PDF, with AES-256 encryption.
- Unlock PDFTake the password and the printing, copying and editing restrictions off your PDFs. A PDF that asks for a password to open still needs it once.
- Redact PDFBlack out names, numbers and anything else before you share a PDF. What's under a box is taken out of the file, not just covered.
- Compare PDFSee what changed between two versions of a document: the words added and removed, side by side, and the pages laid over each other.
